The main points are as follows:
(i) Presentation of the main results of 2024 and lessons learned.
(ii) Forecast of the situation, targets, tasks, and key solutions for 2025. In this context, 8 key tasks and solutions are proposed:
- Continue improving the institutional framework as the "breakthrough of breakthroughs"; streamline the apparatus, enhance efficiency; build policies that are strong enough to encourage officials to think, act, and take responsibility for the common good.
- Maintain momentum, keep pace, accelerate, and strive to achieve a growth rate of about 8%.
- Mobilize all available social resources, especially from foreign enterprises.
Promote the development of strategic infrastructure, especially national key projects; research and effectively exploit space, maritime, and underground resources.
- Ensure electricity supply in all situations.
Strengthen efforts to prevent and combat corruption, negativity, and wastefulness.
- Focus on cultural development; proactively prevent natural disasters and respond to climate change.
- Ensure political stability, firmly protect independence, sovereignty, unity, and territorial integrity; enhance foreign relations and international integration.
(iii) Recommendations to the National Assembly, local governments, the Vietnam Fatherland Front, and political organizations.
This report opens the door to a new, more promising, and dynamic economy, providing the foundation for Vietnam's continued development, while ensuring the Party and State's policies are upheld during the period of international integration.
