The main points are as follows:
(i) The Master Plan aims to transform Hanoi into a green, smart, and globally connected city, focusing on sustainable development and enhancing economic competitiveness, replacing previous policies and aligning with new urban development objectives.
(ii) Economic and environmental goals include turning Hanoi into a leading financial and economic center by 2030, contributing 15-16% of the national GDP, addressing environmental challenges such as pollution reduction, expanding green spaces, and integrating modern urban infrastructure.
(iii) Implementation requirements specify that organizations and individuals involved in urban development must comply with technical standards and regulations on environmental quality and cultural heritage protection, register their projects to ensure integration with urban infrastructure as per the prescribed format, and obtain the necessary certifications for smart and sustainable urban models.
(iv) Development monitoring requires periodic reports to evaluate progress, effectiveness, and emerging issues during project implementation, applying to both ongoing projects and those initiated before 2021 with adjustments to meet sustainable development criteria.
(v) Key initiatives focus on developing five economic corridors and five urban growth zones to enhance connectivity and economic growth, strengthening public services such as healthcare, education, and transportation, and promoting the application of innovative technologies and digital transformation in urban management and infrastructure.
This Decision establishes a comprehensive legal framework to support the development of smart and sustainable urban models in Hanoi, reflecting the Government’s vision to build a dynamic, livable, and globally competitive capital city.
