Official Letter No. 7940/BCT/DL issued by Ministry of Industry and Trade requesting the People's Committees of provinces and centrally governed cities to implement several points related to the development of power projects

(i) For projects with investment approval requests submitted: Local authorities must review the legal status and actual conditions of the projects and urgently report to the competent authority for investment policy approval. This applies to both cases where there are multiple or only one interested investor.
(ii) For projects without investment approval requests submitted: A qualified consulting agency must be selected to prepare a pre-feasibility study report, which will serve as the basis for investor selection in accordance with investment and bidding regulations.
(iii) Regarding funding: The cost of preparing the pre-feasibility study report will follow the regulations of Decree No. 115/2024/NĐ-CP.
(iv) Guidance circular: The Ministry of Industry and Trade is in the process of drafting detailed guidance and expects to issue it in November 2024 to accelerate preparations and bidding processes for power projects.

The Official Letter calls for local governments to swiftly implement these measures.
