(i) Encouragement Policies:
- Priority is given to the development of rooftop solar power systems that are not connected to the national grid.
- Reducing administrative procedures and offering tax incentives for self-produced, self-consumed rooftop solar power systems.
- A specific electricity purchase price mechanism is established to encourage solar power generation.
(ii) Must follow the instructions of state agencies. Organizations are required to conduct quality acceptance of power output and obtain an electricity operation license if selling excess electricity.
(iii) Organizations and individuals must submit a sales application. After inspection, both parties will sign a 5-year electricity sales contract.
(iv) Responsibilities of Relevant Authorities Regarding the Development of Self-Produced, Self-Consumed Rooftop Solar Power:
- Ministry of Industry and Trade: Management, guidance, and reporting on development.
- Provincial People's Committee: Local management, enforcement of compliance, and public disclosure of information.
- Vietnam Electricity (EVN): Reporting and ensuring the safety of the power system.
- Local Electricity Units: Aggregating reports and ensuring compliance.
Developing Organizations/Individuals: Complying with legal regulations.
Industrial Parks: Facilitating development and supervising compliance.
