The Ministry of Industry and Trade has just issued Document No. 6798/BCT-ĐL regarding the issuance, addition, and update of the Plan for implementing the Power Development Plan VIII. These adjustments focus on reviewing solar, wind, biomass, and waste-to-energy projects, updating information on new power source projects, adjusting the biomass power capacity in the southern region, and projects utilizing excess heat, blast furnace gas, and industrial by-products.

(i) Review of solar, wind, biomass, and waste-to-energy projects:
MOIT has updated and corrected information for relevant power projects.
New power projects (primarily biomass, waste-to-energy, small hydropower, and cogeneration) have been reviewed and approved if they align with allocated capacities. Rejected proposals mainly exceeded local capacity limits or did not meet legal requirements.
(ii) Projects in national mineral reserve areas and wind power overlapping with mineral exploration zones:
The Ministry of Natural Resources and Environment and the Ministry of Construction have not yet responded to MOIT’s request for opinions on these projects.
MOIT requests the Prime Minister to direct further review of wind power projects in reserved and overlapping mineral areas, based on feedback from the relevant ministries.
(iii) Adjustment of biomass power capacity in the southern region (An Giang Province):
The Southern region has 18 MW of surplus biomass capacity. Increasing the biomass power capacity by 20 MW in An Giang is deemed appropriate to balance regional power needs.
(iv) New projects using excess heat, blast furnace gas, and industrial by-products:
Proposed projects utilizing excess heat, blast furnace gas, and by-products total 259 MW. These projects are encouraged for their energy efficiency benefits. MOIT requests the Prime Minister’s approval for these projects, as outlined in Document No. 5346/BCT-ĐL dated July 25, 2024 (see attached appendix).
