This Decree expands the scope of application to include residential properties, offices, industrial zones, and business production facilities nationwide.

Decree 135/2024/ND-CP issued by the Government regarding regulations and policies encouraging the development of self-produced, self-consumed rooftop solar power

The main points are:

(i) Exemption from licensing and no capacity limit for installations not connected to the national grid or equipped with an anti-reverse power system.

(ii) For systems with a capacity of 1,000 kW or more and selling surplus electricity, planning and permits are required.

(iii) Incentives include tax benefits, streamlined administrative procedures, and exemption from energy land adjustments.

(iv) Surplus electricity, not exceeding 20% of the installed capacity, can be sold to EVN at the average market price.

(v) Encouragement to install energy storage systems (BESS) to ensure system safety.

The Decree takes effect immediately upon issuance.
