Decision No. 13/2024/QD-TTg issued by the Prime Minister promulgates the list of sectors and facilities that emit greenhouse gases (GHG) required to conduct GHG inventories (updated)

On August 13, 2024, the Prime Minister issued Decision No. 13/2024/QĐ-TTg on the updated list of sectors and greenhouse gas-emitting establishments required to conduct inventories. This decision adjusts the scope of application, provides additional implementation guidelines, and updates the list of sectors responsible for greenhouse gas emissions inventory.

Decision No. 13/2024/QD-TTg issued by the Prime Minister promulgates the list of sectors and facilities that emit greenhouse gases (GHG) required to conduct GHG inventories (updated)

On August 13, 2024, the Prime Minister issued Decision No. 13/2024/QD-TTg on the list of sectors and facilities that emit greenhouse gases (GHG) required to conduct GHG inventories (updated).

(i) 6 sectors required to conduct greenhouse gas inventories:
- Energy: Energy production industry; energy consumption in industry, commerce, services, and residential; coal mining; oil and natural gas extraction.
- Transportation: Energy consumption in transportation.
- Construction: Energy consumption in the construction sector; industrial processes in building materials production.
- Industrial processes: Chemical production; metallurgy; electronics industry; use of products that replace ozone-depleting substances; production and use of other industrial products.
- Agriculture, forestry, and land use: Animal husbandry; forestry and land use changes; crop cultivation; energy consumption in agriculture, forestry, and aquaculture; other emissions sources in the industry.
- Waste management: Landfills for solid waste; biological methods of solid waste treatment; incineration and open burning of waste; wastewater treatment and discharge.

(ii) GHG-emitting facilities must conduct facility-level GHG inventories under the guidance of the Ministries of Industry and Trade, Transport, Construction, and Natural Resources and Environment; and submit GHG inventory report according to the Decree No. 06/2022/ND-CP on the reduction of GHG emissions and ozone layer protection.

(iii)  Facilities listed in an earlier decision (Decision No. 01/2022/QD-TTg) but not in the current one are exempt from submitting GHG inventory reports in 2025.
