RESOLUTION ON HO CHI MINH CITY TYPICAL MECHANISM

Ho Chi Minh City, with the largest population and economy, is a “special city” that plays a very important role in Vietnam. Previously, the National Assembly had issued the Resolution No. 54/2017/QH14 (hereinafter referred to as Resolution 54) on piloting the typical mechanism on land management, investment management, financial – state budget management, … However, many contents deploying Resolution No. 54 are still behind the schedule. Due to these shortcomings, recently, at the 5th section of the National Assembly, the National Assembly adopted the Resolution No. 98/2023/QH15 replacing the Resolution No. 54 on the typical mechanism in HCMC.

This new Resolution includes these main following contents:

1. Investment management.

2. State finance, budget.

3. Urban area, natural resources, environment management.

4. Priority business lines that attract strategic investors to HCMC.

5. Scientific and technological management, creative innovation.

6. Operating HCMC’s apparatus.

7. Operating Thu Duc City’s apparatus.

8. Resolution’s implementation.
