PROGRESS OF DEVELOPING THE IMPLEMENTATION PLAN OF THE PDP8

On June 17, 2023, the Energy Institute issued the Official Letter No. 0975/VNL-P8 to report to the Ministry of Industry and Trade (the MOIT) about the development of the implementation plan of the PDP8 in response to the Letter No. 3748/BCT-DL from the MOIT to the Energy Institute.

On this Letter, the Energy Institute explained as below:

1. The Prime Minister only sets quantitative targets for the scale and structure of the national power generation and grid system for the final year of the planning period (2030) and the final year of the vision period (2050).

2. The PDP8 just includes a list of investment projects for the planning period and some related content.

• It is necessary to elaborate on the specific targets of the PDP8, calculate the detailed scale and progress of the projects/power capacity of the required electricity sources and the synchronized development of the power grid within the planning period.
• Regarding the calculation method, it is expected that approximate methods or minimum cost methods can be used.
• It is necessary to collect and update local data such as current and projected electricity demand; assess the potential for developing power sources, particularly renewable energy; evaluate the status and investment plans for power source and grid infrastructure, and develop land use plans.
• The consulting agency needs to allocate and mobilize a significant amount of high-quality human resources to carry out the tasks effectively.

3. Completing the planning tasks by June 2023 is impossible. Therefore, it is recommended that the MOIT allocate a reasonable timeframe for the Energy Institute to implement the planning tasks. Additionally, it is recommended to arrange funding to support the Institute in developing the planning tasks and reviewing the annual plan.
