OFFICIAL LETTER NO. 6121/BCT-ĐL REGARDING COMPLETED SOLAR AND WIND POWER PROJECTS THAT HAVE NOT YET BEEN OPERATIONALIZED

On September 6, 2023, the Ministry of Industry and Trade (MOIT) issued Document No. 6121/BCT-DL regarding the implementation of Deputy Prime Minister Tran Hong Ha's conclusions at the meeting on completed wind and solar power projects that have not yet been operationalized.

Foreward, The MOIT reported that the tasks assigned in Announcement No. 182/TB-VPCP will be carried out within the scope of preparing and submitting for approval the Plan for Implementing the PDP VIII, for the following reasons:

1. Projects that have completed investment procedures but have not yet been operational and are included in the adjusted PDP VII but have exceeded the planning cycle. The MOIT has issued guidelines to businesses and localities where projects are being implemented to ensure compliance with the legal planning requirements. The PDP VII has reached the end of its planning cycle after 2020, as stipulated in Resolution No. 751/2019/UBTVQH14, which defines the PDP VII as a national plan. Integrated plans approved before January 1, 2019, will be adjusted during implementation to meet the socio-economic development needs until a national-level plan is approved.

2. To address the issues related to the outdated plan, Article 2(1d) of Resolution No. 61/2022/QH15 stipulates that integrated plans, approved before January 1, 2019, as part of national-level planning, will continue to be implemented, extended in duration, and have their content adjusted until the national-level planning for the period 2021-2030 is approved.

3. The PDP VIII for the period 2021-2030, with a vision to 2050 has been issued. Therefore, the PDP VII specified in the provisions of Article 2(1d) of Resolution No. 61/2022/QH15 will no longer be in effect. Consequently, the implementation of projects for the period 2021-2030 must align with PDP VIII.
