NATIONAL SECTOR PLANNING FOR THE PERIOD OF 2021 – 2023, WITH A VISION TO 2050

Recently, the Government is discussing to approve the Energy Master Plan and some people are confused with the Energy Master Plan and the National Power Development Plan because these two master plans are under the authority of the Ministry of Industry and Trade.

Previously, in order to implement the Planning Law 2017, on August 9, 2018, the Prime Minister issued Decision No. 995.QĐ-TTg assigning ministries to organize the formulation of national sector planning for the period of 2021 – 2023, with a vision to 2050.

According to this Decision, the Prime Minister has assigned the ministries to coordinate with other ministries, ministerial-level agencies and the People's Committees of the provinces to organize the formulation of the national sector planning for the period 2021-2030, vision to 2050.

In line with this Decision, the Ministry of Industry and Trade is assigned to develop 5 master plans, which include:

(i) Energy Master Plan;

(ii) Power Development Plan;

(iii) Planning of infrastructure for storage and supply of petroleum and gas;

(iv) Planning for exploration, exploitation, processing and use of radioactive ores; and

(v) Planning for exploration, exploitation, processing and use of minerals;

Recently, on May 15, 2023, the Prime Minister issued Decision 500/QD-TTg on approval the National Power Development Master Plan (Power Development Plan VIII) and Power Development Plan VIII was initially implemented. However, the Energy Master Plan is still in the process of being formulated, consulted and will be approved in the near future.
