DRAFT DECISION ON MECHANISMS TO ENCOURAGE THE DEVELOPMENT OF ROOFTOP SOLAR ELECTRICITY

On June 13, 2023, the MOIT submitted to the Prime Minister the Report No. 74/BC-BCT on the Draft Decision on Mechanisms to encourage the development of rooftop solar electricity installed in houses, offices and enterprises’ headquarters in Vietnam.

DRAFT DECISION ON MECHANISMS TO ENCOURAGE THE DEVELOPMENT OF ROOFTOP SOLAR ELECTRICITY

On June 13, 2023, the MOIT submitted to the Prime Minister the Report No. 74/BC-BCT on the Draft Decision on Mechanisms to encourage the development of rooftop solar electricity installed in houses, offices and enterprises’ headquarters in Vietnam.

 

The Draft Decision includes these main following contents:

1. Mechanisms to encourage rooftop solar electricity installed in houses, offices, enterprises’ headquarters in Vietnam for self-consumption, not selling to other organizations and individuals (hereinafter referred to as rooftop solar electricity systems):

 

1.1. Total capacity of rooftop solar electricity systems installed in accordance with this Decision across the country are prioritized for unlimited capacity development and belong to the approved power development plan.

 

1.2. Organizations, individuals investing in developing rooftop solar electricity systems are exempted from electricity licenses and certificates of electricity enterprise registration.

 

1.3. Rooftop solar electricity systems installed at offices are prioritized to allocate budget for implementation.

 

1.4. Rooftop solar electricity systems installed into the connected electricity system in accordance with the regulations on distribution electricity systems are not required to perform the connection agreement. Previously installed rooftop solar electricity systems that satisfy the conditions which are the subject of this Decision shall be subject to this regulation.

 

1.5. Organizations, individuals investing, installing, using rooftop solar electricity systems shall guarantee the requirements on electrical safety, construction safety, environment, fire prevention according to valid regulations.


 

2. Relevant ministries, departments: research and guide to simplify construction, fire prevention, environment procedures for construction works with rooftop solar electricity systems installed.
