DRAFT DECISION ON ISSUING THE IMPLEMENTATION PLAN OF THE NATIONAL ELECTRICITY DEVELOPMENT MASTER PLAN FOR THE PERIOD 2021 - 2030, WITH A VISION TO 2050.

I. Objectives

Efficient implementation of Decision No. 500/QD-TTg dated May 15, 2023, approved by the Prime Minister regarding the Electricity Master Plan VIII; Identification of projects to improve legal policies and enhance the capacity of the electricity sector; Identification of priority electricity projects including regional grid connections; Identification of renewable energy sources (small hydropower, onshore wind power, biomass power, waste-to-energy) for each locality; Solutions for implementation until 2030; coordination mechanisms between ministries, sectors, and provincial People's Committees in implementation; Guidance for ministries, sectors, and provincial People's Committees in achieving goals, tasks, and implementation solutions in each stage.


II. Requirements

 Compliance with resolutions, action programs, alignment with approved sectoral plans and implementation plans; Balanced regional electricity development focusing on supply-demand equilibrium within regions to efficiently exploit electricity sources and ensure reliable supply, reducing long-distance electricity transmission; Promoting strong development of renewable energy sources (hydropower, onshore and offshore wind power, solar power, biomass, waste-to-energy), new and clean energy (hydro, green ammonia) in line with ensuring system safety at reasonable energy prices; Feasibility and flexibility in project implementation, ensuring energy supply security, fitting national context and resources; Strong energy transition from fossil fuels to new, renewable energy sources to reduce environmental pollution, greenhouse gas emissions, contributing to national commitments for net-zero emissions by 2050.

(III) Implementation Plan for PDPVIII

Lists of important and priority electricity projects for investment and operation during 2023-2030; capacity development of renewable energy sources in provinces/regions and lists of projects for operation during 2023-2030; development of other types of electricity sources during 2023-2030, including flexible power generation.

This draft decision outlines comprehensive strategies and plans for electricity development, emphasizing renewable energy integration and the transition away from fossil fuels towards cleaner energy sources. It also underscores the importance of coordination between government bodies and stakeholders for effective implementation.
