DOCUMENT NO. 4519/EVN-KH REGARDING COMMENTS ON THE DRAFT PLAN FOR IMPLEMENTING PDP VIII

DOCUMENT NO. 4519/EVN-KH REGARDING COMMENTS ON THE DRAFT PLAN FOR IMPLEMENTING PDP VIII

On August 4, 2023, the Vietnam Electricity Group (EVN) issued Document No. 4519/EVN-KH in response to Document No. 5463/VPCP-CN sent by the Government Office regarding comments on the Draft Plan for Implementing PDP VIII. In this document, EVN expresses the following opinions

1. Regarding the content of the Implementation Plan of PDP VIII in the Draft: 

In terms of electricity source development, the draft has considered the implementation of major electricity sources in the periods 2023-2025 and 2026-2030. Priority investment electricity sources are identified based on the list in Appendix II of Decision No. 500/QD-TTg dated May 15, 2023. Additionally, the plan also anticipates the scale of development for other electricity sources such as offshore wind, onshore and nearshore wind, solar power, hydropower, biomass power, and waste-to-energy by 2025 and 2030. The offshore wind power regions will be allocated to 04 zones, while other sources will be distributed according to each province.

Concerning power grid development planning, the draft has reviewed and planned the progress of power grid development in the periods 2021-2025 and 2026-2030. However, it is necessary to reevaluate the feasibility of certain projects scheduled for 2021-2025 that lack sponsors or approved investment initiatives.

During the projected timelines of electricity source and power grid projects, there is a recommendation to supplement balanced supply-demand calculations (including capacity and energy balance) for each region, for each year up to 2030. This aids in determining the required electricity source scale to be deployed annually in each region, such as thermal power, small hydropower, and other sources, ensuring stable electricity supply.

2. Proposal for projects to be invested by EVN and its subsidiary units

Based on the tasks assigned in Decision No. 500/QD-TTg, EVN and its subsidiary units propose implementing the following projects:

(i) Electricity source projects:

Continuing to invest in 12 electricity source projects (including 01 operational project transitioning to Fuel Lot B, and 03 projects under construction) as part of the adjusted PDP VII and newly approved projects in PDP VIII. Accordingly, EVN will invest in the expansion of existing hydropower projects and propose two eligible onshore wind projects for development until 2030, along with several pilot projects.

(ii) Power grid projects:

Ongoing projects as per the adjusted PDP VII and PDP VIII: Assigned to EVN and subsidiary units for investment.

Rehabilitation and upgrading of existing facilities: Assigned to the facility owners for investment, to be completed in the period 2026-2030.

New construction projects: Assigned to EVN for inter-regional and inter-provincial joint projects, with the expected completion by the period 2026-2030.

3. Other issues

In the appendix of the document, EVN also includes a list of proposed electricity source projects and 500-220kV power grid projects, assigned for implementation and ownership by EVN and its subsidiary units.
