DECISION NO. 993/QD-TTg ON APPROVING THE NATIONAL PLAN FOR THE GLASGOW DECLARATION

On August 24, 2023, the Prime Minister Pham Minh Chinh issued Decision No. 993/QD-TTg approving the National Implementation Plan for the Glasgow Declaration on Forests and Land Use by 2050.

DECISION NO. 993/QD-TTg ON APPROVING THE NATIONAL PLAN FOR THE GLASGOW DECLARATION

On August 24, 2023, the Prime Minister Pham Minh Chinh issued Decision No. 993/QD-TTg accepts the National Implementation Plan for the Glasgow Declaration on Forests and Land Use by 2050.

The outlined objectives in the plan include:
- By 2025, tight management of existing natural forest areas and minimize changes in land use from natural forests.
- By 2030, significant reduction in deforestation, resource depletion, and desertification. Effective contribution to the commitment to reduce greenhouse gas emissions as determined by the Nationally Determined Contributions (NDC).
- Restoration of poor natural forest areas and enhancement of quality, with the goal of increasing the average and rich natural forest areas. The target is to have 0.5 million hectares of sustainably managed certified forest by 2025 and 1.0 million hectares by 2030.
- Improvement of mechanisms and policies.

Key tasks and solutions in the Decision include:
- Conservation and acceleration of the forest restoration process and terrestrial systems. One of the prominent implementation guidelines is the establishment of a national database on forest biodiversity, which will facilitate biodiversity management and monitoring.
- Development and improvement of domestic and international trade policies, promoting sustainable production and consumption of goods.
Minimization of forest and land vulnerability, enhancement of recovery capacity, and improvement of rural livelihoods.
- Effective development and implementation of sustainable agricultural development policies, providing food security and environmental protection.
- Enhanced access and promotion of international cooperation, as well as policy improvement to mobilize private sector financing and public-private partnerships.
- Integration of financial resources to limit forest degradation and destruction.

The financial sources for implementing the Plan are by the Prime Minister in Section IV of this Decision. These sources include central to local budgets and various legally moved funding.

Appendix of the document contains a list of tasks for the implementation plan of the Glasgow Declaration.
