SUMMARY OF OFFICIAL LETTER NO. 2188/DL-NLTT ON EVALUATION OF DEVELOPMENT POLICY FOR ROOFTOP SOLAR SYSTEM ("RTS")

To carry out the tasks assigned by higher authorities regarding the research and proposal of mechanisms and policies for the development of rooftop solar system ("RTS") in the near future, the Electricity and Renewable Energy Department requests Department of Industry and Trade in provinces, centrally-run cities, and the Vietnam Electricity Group consider implementing the following.

SUMMARY OF OFFICIAL LETTER NO. 2188/DL-NLTT ON EVALUATION OF DEVELOPMENT POLICY FOR ROOFTOP SOLAR SYSTEM (

MOIT requests the Department of Industry and Trade (DOIT) in Provinces and Centrally-Run Cities to provide:
(1) A summary of RST development in the locality,
(2) A clear assessment of strengths and existing issues in RST development, (3) An overview of legal compliance and assessment of relevant legal documents related to RST development,
(4)Conduct a survey and assessment of the social aspects related to RST development, providing information on the potential for RSP development in the locality,
(5) Research and propose policy content for RST development in the near future, including technical solutions and issues that the state needs to manage (such as planning, investment, construction, power supply, environment, fire prevention, etc.), and
(6) Evaluate the impact of proposed policies, estimate resources, and ensure conditions for legal enforcement when approved by the competent authorities.

MOIT requests the Vietnam Electricity Group (EVN):
(1) Summarize and evaluate the results of rooftop solar power (RST) development in the past, highlighting the advantages, limitations, and existing issues of RST. Review the enforcement of laws and assess relevant legal documents associated with RST development.
(2) Research and propose policy content for future RST development. Determine limits on RST capacity concerning the local grid load.
Suggest technical solutions, control measures, and monitoring methods for RST. Evaluate the impact of the proposed policies on electricity supply and business. Estimate resource requirements and ensure conditions for legal enforcement upon approval by competent authorities.
